It’s a pun with the mayor’s prohibition on feeding soup to the homeless. I had to write with crayons because police was turning on the corner :)

Trocadilho com a proibição do prefeito em não poder dar sopão aos desabrigados. Tive que escrever com giz de cera porque a polícia estava virando a esquina :)
